A 40-year-old man was arrested on suspicion of capital murder after being accused of starting a fire at a home that resulted in his brother’s death and injury to his mother.
Phillip Daniel Mills is accused of starting a fire about 11:30 p.m. Thursday at a West El Paso home in the 6000 block of Fandango Place, El Paso Police Department officials said.
He allegedly started the fire while his mother, 82-year-old Florence Annette Mills, and brother, 54-year-old Paul Aaron Mills, still were inside the home, officials said.
He then fled the scene.
El Paso Fire Department firefighters responded to the blaze and found Florence Mills walking out of the house with burn injuries, officials said.
Paul Mills was pulled out of the house by firefighters. He had suffered severe burns and was taken to a hospital, where he later died.
During the fire, an officer on patrol spotted Phillip Mills running in the area near the fire, officials said.
He then told the officer that his house was on fire.
El Paso Fire Marshal’s Office investigators and El Paso Police Department Crimes Against Persons detectives responded to the scene and are conducting an investigation into the fire.
Detectives obtained arrest warrants for Phillip Mills on charges of capital murder and arson, officials said.
He was to be booked into the El Paso County Jail on Friday.
