Fire Captain Fired Over Alleged Plot To Bring Down Chief


Jacksonville – A fire captain was fired for what investigators said was a scheme to bring implicate his boss in a sex scandal. City lawyers told Channel 4’s Jennifer Bauer that Capt. Charlie Conner hatched the plot with another firefighter and a woman to entice District Chief Alonzo McQueen with sex, then falsely accuse him of rape.

“The object of it — if the scheme succeeded — the boss would be fired. Then the same woman … would sue the city for $100,000 or more and they would split the money,” Deputy General Counsel Ernst Mueller said. “This conduct cannot be tolerated.”

In a memo to Conner, the director of Jacksonville Fire-Rescue called the conduct “outrageous and reprehensible.”

Last November, police arrested firefighter Edward Colleton for his part in the alleged scheme.

Conner was fired last Friday after a lengthy investigation. The State Attorney’s Office decided there wasn’t enough evidence to charge Conner with a criminal act, but is pursuing a civil case against him.

Conner’s attorney, Michael Yokan, said he and his client refute all allegations and expect him to be vindicated and reinstated.

“Yes, he is fired, but it’s subject to an appeal and he’s taking the appeal,” Mueller said. “In the interim, he’s suspended.”

A Fire-Rescue spokesman said an arbitration hearing for Conner is set up next month.
